This complex is a collection of Hamamatsu City municipal and private facilities. Serving as a convention center connected directly to Hamamatsu Station, the complex includes a skyscraper building, shopping mall, hotel, and offices. Divided into four general zones, at every turn the complex' design gives thought to harmony between people and the environment. The complex' Main Hall is outfitted with Japan's first quadruple stage and can be used to hold fully fledged opera and kabuki performances. Other complex facilities include a Concert Hall equipped with a pipe organ produced by the French Quoirin company, and a 3,500 square meter Exhibition and Event Hall.

利用者の身にならない作り。駅直結ではある。しかし、二階より上は、入り口がどこにあるかよくわからないのだ。やっと扉を見つけ、開けようとすると、閉まっている。やっと入れる扉を見つけ、中へ入ると、内側に「ここは関係者以外立ち入り禁止です」とのはり紙がある。そんなの外からではわからない。内部も、動線がまどろっこしいし、作りが明らかに良くない。
展望回廊500円！

浜松で一番高い建物で、ホテルやショッピングフロアなどが入っています。上には展望フロアがあり、500円で上がれます。夜18時までしか開いてませんが、冬は、夜景も楽しめます。展望回廊チケットと、ホテル内レストランは、相互割引サービスを実施しています。

駅直結の多目的なイベント会場、ホテル、タワーなどが集まっています。何も開催されていない時は朝夕の通勤時間帯を除けば人影まばらでした。
